Warcraft 3 MODs

Hey guys, i just had a random thought for a new plugin, and was thinkin bout makin one, but dont know what programs it requires. Could someone tell me what programs i would need to make a plugin for AmX Mod X ??

but i dont want to use mysql, i have it set to vault.. so why would it be tring to access mysql?
