Changerace menu Doesnt show up

My Computer has Windows XP installed

i installed the newest amx mod and then the war3ft thing and i configuerd like its said on that wiki side.
But it seems everything works fine
exept the changerace function is not availeble... the menu doesnt pop up at the beginning !!!
and he tells me after the 15 secons that ultimate is rdy although i got no race oO
this error is in dedicatet server consol:

couldn't exec listip.cfg
couldn't exec banned.cfg
Connection to Steam servers successful.

You are saving to a MySQL server that doesn't exist. Please correct that first

If you want to learn how to install a MySQL server, Google is the place to start.

If you want to change your saving method to SQLite, look in the war3ft.cfg file

But i got problems with this command ...

I dont know what to fill in there could you pls be exakt !?! what host name on dedicated server !?!?! and what is User name etc ?!!?!? database name sry i kind of suck in those things

2. this just wont work in my commant prompt off windows he says sqlite3 doesnt exist
