Warcraft 3 MODs

I would like for everyone to have level 10's and dont remember if there is a command. Is there a cvar for war3ft.cfg?

First, this is the section for WarCraft3XP, not WarCraft3FT
Second, it should be in the config file

How can i make everyone have level 10's for my server ?????
