Restricting Race

I tried to search the forum for this but I came up wit nothing I was wondering if i can restrict a certain race like elf for an example.

WHY can't i restrict SHADOW HUNTER IS SAW it was possible at WAR3 x but i WANT at WAR3FT ! PLSS MAKE IT POSSIBLE !
