Choosing Race

When I first get into the server, it doesn't ask me to choose the race. I have to type changerace to choose the race. How do I set it so that it allows you to choose when you first enter the server? Also when I press tab to view the scores, I see this advertisement. The advertisement is for steam games. How do I remove this?
